LESSON 52

HAZARDOUS MATERIAL INFORMATION SYSTEM (HMIS)

NAVSUP P-485, CH 8 Special Material


The HMIS is included on the Hazardous Material Control and Management Program (HMC&M) CD-ROM along with the SHML. The HMIS provides MSDS information to assist users in managing hazardous materials so that the risk involved in the performance of various jobs is minimized.

There is a wide range of data in the system related to safety, health, packaging, labeling, transportation and disposal of hazardous materials. The HMIS is issued quarterly and provides cross references as follows:

a. Trade Name/Product Identity Cross Reference
b. Part Number Cross Reference
c. Specification Number Reference

KEY POINTS:

- The HMIS and SHML are contained on the HMC&M CD-ROM.
- The HMIS contains MSDSs
- The HMIS is issued quarterly



LESSON 53

REQUISITIONING MATERIAL EXCLUDED FROM MILSTRIP

NAVSUP P-485, CH 3 Material Procurement


The following types of materials, which are excluded from MILSTRIP, will be requisitioned by DD Form 1149:

a. Ship's propulsion and aviation fuel, bulk lubricants;
b. Cognizant symbol I material not assigned a 13 character NICN
c. Cognizant symbol 0K materials (books, periodicals, etc.) controlled by the Chief of Naval Education and Training (CNET) requisitioned by letter to CNET.
d. Industrial plant equipment
e. Communication security equipment, communication security aids, and all items, including components, individual elements, and repair parts, which are classified and designated crypto.
f. Presentation silver

KEY POINTS:

- Material excluded from MILSTRIP will be requisitioned with a DD Form 1149.
- Use a DD Form 1149 to requisition Ship's fuel, bulk lubricants, cognizant symbol I and OK material.


LESSON 54

NORS/NMCS REQUISITIONS

NAVSUP P-485, CH 3 Material Procurement


NORS (Not Operational Ready Supply) Requisitions are requisitions submitted for a casualty report (CASREP) requirement or an anticipated CASREP requirement (ANORS).

NMCS (Not Mission Capable Supply) Requisitions are any requisition submitted for aviation material required to correct an aircraft NMCS condition, an anticipated NMCS condition (ANMCS), or a partial mission capable - supply (PMCS) condition. It is also any requisition for a test bench item qualified to be designated as a BROAD ARROW requirement.

When critically needed NORS/ANORS material or NMCS/PMCS material requires the most expeditious handling possible, enter "999" in the required delivery date block.
The requisitioner must be a unit of Navy forces overseas or a unit alerted to deployment within 30 days; assigned F/AD I, II, or III; priority designator 01, 02, or 03 must be assigned; and one of the following conditions must apply:

(a) material is required to correct a C2/C3/C4 casualty to a primary weapon or equipment for which a casualty report has been submitted;
(b) material required has been identified during maintenance or testing as necessary to prevent a C2/C3/C4 casualty to a primary weapon or equipment within 15 days of actual combat requirements or within 5 days for all other worldwide requirements;
(c) material is required to correct an NMCS/PMCS condition.

An RDD entry of "999" is authorized in all NORS, ANORS, NMCS, ANMCS, PMCS, and BROAD ARROW requisitions submitted by units operating in the Indian Ocean.

NORS/ANORS or NMCS/PMCS NON IRIM requirements which do not meet the criteria for a "999" requisition, if the standard delivery date (SDD) for the assigned PD is satisfactory, enter "777" in the RDD field for expedited transportation. If the SDD is unsatisfactory, the RDD field will include an "N" (NORS, NMCS, BROAD ARROW) or "E" (ANORS, ANMCS) followed by the number of days until the part is required onboard (example: N09 - must have within 9 days)

Requisitions for NORS/ANORS or NMCS/ANMCS/PMCS/BROAD ARROW requirements will be transmitted by naval message unless transmittal by other means such as mail, transceiver, or courier is considered to be more expedient.
