OBLIGATION VALIDATION (MOV)

A material obligation represents the unfilled quantity of a requisition that is not
immediately available for issue to the requisitioner, but is recorded as a commitment
against prospective stock dues or direct deliveries from vendors.
Material obligations are considered overaged, for validation purposes, when priority 01-08
requisitions have been outstanding more than 30 days past the requisition date, and when
priority 09-15requisitions have been outstanding more than 75 days past the requisition
date.
Internal MOVs are required monthly and enables the ship to initiate cancellation of
invalid or excess requirements prior to the quarterly scheduled ICP generated external MOV
cycle. You must produce SNAP III reprt 073 to be sent to the work centers for validation
by the W/C Supervisors. The Department Heads must validateand concur by signing the form.
After appropriate cancellations or follow-up action on the requisitions has been taken by
Supply personnel, the completed forms, listings, worksheets and outgoing copy of the
cancellation message will be retained in monthly folders for 12 months. Dollar values of
cancellations will be listed on the Supply Officer's Monthly Report to the C.O.

Compressed gas cylinders are color coded as a visual aid for identifying the materials
contained therein. The basic cylinder color identifies the class of material. The
following is a color coded chart of gas cylinders:

Anesthetics and all liquid chemicals and compounds hazardous to life and
property but not normally productive of dangerous quantities of fumes or vapors |

physical state of pressure or temperature |

Requisitions for gas will normally be filled using the cylinder exchange procedure; i.e.,
an empty cylinder is turned in to the supporting activity for each filled cylinder that
will be issued, and the only charge to be made will be for the gas issued from store. When
a cylinder of the exact type and size is being simultaneously exchanged, Advice Code 5G
should be used on the gas requisition.
If cylinders are not to be turned in, or it is known that cylinders to be turned in will
not arrive at the supply point at the same time as the requisition for the gas,
requisitions for both gas and cylinders will be submitted at the same time and each should
cross reference its counterpart.
Compressed gases must be stowed on the weather deck, unless the ship has below deck
stowage spaces specifically designed for such material.
Compressed gas cylinders will be stowed vertically and securely (with valve protection
caps in place), away from other flammable materials (especially grease and oil). Since
there usually is some gas remaining in most cylinders considered to be empty,
"empty" cylinders will be stowed and handled with the same precautions as full
cylinders.
