OF COSALS
NAVSUP P-485, CH 2 Material Identification
The purpose of this lesson topic is to familiarize you with the different types of COSALs.
If you want more information about a particular COSAL, you can find it in the reference
listed above.
Hull, Mechanical, Electrical, Ordnance and Electronic (HMEO&E) COSAL
- The HMEO&E COSAL consists of an introduction and three parts. It provides both
technical and supply information which makes it an Intergrated Logistics Support Document.
Polaris/Poseiden Weapons System/Strategic Weapons System (PWS/SWS) COSAL
- The format of the PWS/SWS COSAL for Polaris, Poseiden, and Trident submarines is
essentially the same as that of the HMEO&E COSAL with a few exceptions. (You can find
the exceptions listed in paragraph 2095 of the P-485.
Reactor Plant COSAL ("Q" COSAL)
- The reactor plant COSAL, or "Q" COSAL, is a document tailored to an individual
ship which lists the equipment/components required for the ship to operate its reactor
plant safely and reliably.
NUCLEAR WEAPONS COSAL
- The format and use of the nuclear weapons COSAL is contained in Special Weapons Ordnance
Publication (SWOP) 100-1A. |

AFLOAT REQUISITIONING GUIDE OVERSEAS (CARGO)
NAVSUP P-485, CH 2 Material Identification
The CARGO (NAVSUP P-4998) is issued three times per year by NAVICP MECH. It consists of
the following four chapters:
a. COMNAVSURFLANT/COMNAVSURFPAC Supply Sources and Requisitioning instructions,
b. Ships Store Afloat Requisitioning and Load List,
c. NAVFSSO Subsistence Requisitioning Tables, and
d. The Fleet Issue Load List (FILL).
KEY POINTS:
- The CARGO is issued 3 times per year by NAVICP MECH.
- The CARGO consists of 4 chapters.
- The FILL is contained in the CARGO. |

| LESSON 51 SHIP
ARMAMENT INSTALATION LIST (SAIL)
NAVSUP P-485, CH 2 Material Identification
The SAIL documents the configuration of installed, non-expendable ordnance equipment. It
reflects the configuration data resident in the Weapons System File.
The Naval Sea Systems Command prepares the initial SAIL by identifying the ordnance
systems and equipment scheduled for installation.
Actual equipment delivery, installation, and ordnance alteration (ORDALT) status is
obtained from NAVSEA acquisition managers, the In-service Engineering Agents, and
supervisors of shipbuilding (SUPSHIP).
Configuration change reports from custodians of installed ordnance (ships and activities)
and from special NAVSEA audit teams are utilized with modernization/overhaul planning data
to maintain the configuration records utilized to produce the SAIL.
The applicable computer based files are updated monthly to reflect additions and deletions
of installed ordnance, and changes to ORDALT applicability and accomplishment status.
The SAIL is automatically distributed semi-annually for active fleet ships, reserve ships,
and shore activities.
