LESSON 40

UNDERWAY RELENISHMENT RECEIPT DISCREPANCIES

NAVSUP P-485, CH. 3 Material Receipt, Custody and Stowage


Discrepancies in quantities, unit prices, price extension, or document number between a requisition and receipt document are to be resolved directly with issuing ship.

When the total value of the shortages is less than $100 per UNREP, it will be absorbed by the receiving ship. Such shortages will be documented in NAVSUP Forms 1250-1.

When the total value of the shortages is $100 or over per UNREP, the Supply Officer of the receiving ship will prepare a Financial Liability Investigation of Property Loss (FLIPL), DD Form 200. The document numbers pertaining to the items short will be included on the FLIPL request. Each FLIPL will be approved, but the accounting data section will not be completed nor an expenditure number assigned.

The original and one copy will be forwarded to the issuing ship. The shortage will be investigated and, unless verification of delivery can be furnished, a credit will be granted.

The FLIPL will be used as an expenditure document and a credit expenditure (still citing the pertinent document numbers) will be processed to the Defense Finance Accounting Service (DFAS) for the amount of the shortage.

The issuing ship will advice the customer ship by letter of the action taken. If a credit is approved, no further action will be taken by the receiving ship. Credit will be granted to the receiving ship's OPTAR on the SFOEDL.

QUESTIONS:

DLR ADVICE CODES

COMNAVSURFLANT/COMNAVSURFPACINST 4400.1H


DLRs are centrally managed by NAVICPs Mechanicsburg and Philadelphia. The following advice codes are the most commonly assigned:

1. 5A - Item required to replace missing or damaged DLR (survey required).
2. 5G - NRFI carcass will be turned in to the supply system on an exchange basis.
3. 5D - Item is required for initial outfitting/installation or increased allowance. No NRFI carcass will be turned in to the supply system. Advice code 5D will
Not be used without prior approval from TYCOM except when processing ASIs or MCMARs.
4. 5S - Remain-in-Place (RIP) certification. NRFI carcass will be turned in to the supply system upon receipt of requested item.
5. 52 - For NAVSURFPAC ships only: applicable to 5S/2B combination. Exchange requisition with delayed carcass return intended and substitute item not
acceptable.

QUESTIONS:


1. When a piece of equipment goes down and a one-for-one exchange will be made for the replacement DLR, what advice code will be used?
2. In some circumstances, equipment will not work unless all components are installed whether working or not. If an install DLR breaks but the using department needs the part to remain in the system, what will you need along with the requisition to approve the RIP and what advice code will be used?
