THE SPONSOR
If you have been appointed, or volunteered, to being a Retirement Ceremony Sponsor for one of our shipmates, officer or enlisted...treat it as an honorable position.  You are the central point of contact to ensure a sailor who has served their country honorably for 20 years or more, receives a ceremony that he/she deserves.  We feel this web page provides you all the links and information you need to make it a memorable ceremony for the retiree and those in attendance.

Here is where it all can start so you can ensure there is nothing you have missed nor are you running around at the last minute due to something you or the retiree have forgotten -- an effective PLAN OF ACTION & MILESTONES.  Click the link above for a sample POA&M we have used for a retiring shipmate. And remember: 180 days (yes, 6 months) is NOT too early to get the retiree to start planning. Some items to accomplish can take a bit longer than normal.

U.S. NAVY RETIREMENT CEREMONY PLANNING MANUAL

SECNAVINST 5603.2D, DTD 8 MAR 93
This is the instruction governing "Printed Matter for Official Ceremonies".  Section 2(b) discusses the authorization for using accountable funds for military retirement ceremonies.

MILPERSMAN 1830-10 THRU 1830-070
This link provides further explanation on the policies and authorities for Transferring to the Fleet Reserve.  1830-040 of the Military Personnel Manual, updated Oct 03, explains the eligibility requirements for Transfer to Fleet Reserve and Release from Active Duty.

NAVY PERSONNEL COMMAND - RETIREMENT SECTION
PERS-482 provides advice and assistance to military and civilian personnel at all levels in CHNAVPERS, the Department of Navy (DON), and Department of Defense (DOD) regarding retirement laws and procedures, retirement policy, dual compensation laws, Judge Advocate General (JAG) opinions, and Comptroller of the Navy (NAVCOMPT) decisions relating to retired pay authorization and all other retirement rights, benefits, and privileges.

PLANNING THE MILITARY RETIREMENT CEREMONY
Military Support Services at NAVAIRSYSCOM has created a web page with some very information advice on planning any type of military retirement ceremony.  With many ideas and samples as well.

MILPERSMAN 1800-010
This is the governing directive for General Guidelines for Conducting Ceremony for Retirement or Transfer to the Fleet Reserve.

BUPERSINST 1710.11C, TD 25 JUL 01
Chapter 4 of this instruction discusses use of MWR NAF funds for retirement gifts (No), Chapter 5 discusses use of MWR Transportation for "official" ceremonies such as a retirement (Yes), and Chapter 23 describes authorization to utilize a MWR facility for a retirement when most guests are not authorized MWR patrons (Yes).
