The Navy Enlisted Advancement System (NEAS) is administered by the Naval Education and
Training Professional Development and Technology Center (NETPDTC). Advancements provide
opportunities for qualified enlisted personnel to progress to higher levels of

Career Progressions
Administers and implements enlisted career progression statutes, regulations, and policies
relating to extensions, reenlistments, enlisted general recall, special duty assignment
pay, selective reenlistment bonus, phased enlistment bonus, targeted selective
reenlistment bonus, selective training and reenlistments, selective conversion and
reenlistment, active and reserve Navy-wide enlisted advancement examinations and enlisted
advancement selection boards.

LDO/CWO Programs
Limited duty officer and chief warrant officer are two separate programs which provide the
Navy with officer technical managers and technical specialists who exercise leadership in
key positions throughout the service. Both programs provide the opportunity for
outstanding senior enlisted personnel to compete for a commission without need for a
college degree. Combined, these two communities make up more than eleven percent of
the officer corps.

Advancement Manual
BUPERSINST 1430.16F which provides procedures for administering the advancement in
rate system for enlisted members serving on active duty in U.S. Navy, U.S. Naval Reserve
and inactive U.S. Naval Reserve.

Petty Officer Selection Board Information
Things to do to be more competitive: Order your permanent Personnel Record
(microfiche
copy) & PSR and review them. Try to complete a correspondence course every quarter -
and
do courses that are outside of your rating. Become a FITREP/Performance Evaluation expert
- make sure bullets quantify what you did for the command, how many $$$ or man-hours
you saved, etc. Be on top of your FITREP/Evaluation administratively too - administrative

Seaman to Admiral-21 Program
The STA-21 Commissioning Program is designed to meet the goals of the Navy
in the 21st
Century, while at the same time creating a fair and equitable system for outstanding
active
duty Sailors to receive a top-notch college education and become commissioned officers in
the Unrestricted Line (URL), Special Duty Officer (Intelligence), Special Duty Officer
(Cryptologic), Nurse Corps (NC), Supply Corps (SC), or Civil Engineer Corps (CEC).

Preparing
for the Navy Enlisted Advancement Examination
The Navy Enlisted Advancement System (NEAS) uses two major components to determine
who will advance. After each exam cycle, Final Multiple Scores (FMS) and Quotas are used
to
select personnel for enlisted advancement in the Navy. The FMS system is based on
knowledge, performance, and experience factors and considers the whole person
in
determining who will be advanced to fill the quotas, or vacancies, within each rating
community.
Selective
Conversion & Reenlistment Program (SCORE)
The Selective Conversion and Reenlistment (SCORE) program offers special career
incentives to enlisted members who reenlist for conversion to ratings that are undermanned
(in Career Reenlistment Objectives (CREO) 1) as listed in the most current CREO NAVADMIN.
