Many aspects of training the sea-going Sailor have migrated to the shipboard environment.
Many “schoolhouse” courses, especially team oriented courses, have been discontinued and
the responsibility for achieving and maintaining shipboard training proficiency has shifted to
the Afloat Training Groups (ATG) and ship’s training teams.  The need for "afloat training
experts," both at Afloat Training Organizations (ATO) and on board ships, mandates
implementation of the ATS Program.
