Department of Defense
Directives
The mission of the Directives Section is to administer and operate the DoD Directives
System. Established to provide a single, uniform system of DoD issuances and
directive-
type memorandums used to convey DoD policies, responsibilities, and procedures.
OPNAV & SECNAV instructions
Digital collection of unclassified directives and forms used by the Secretary of the
Navy
and the Office of the Chief of Naval Operations. All of the OPNAV & SECNAV documents
in this collection are located in numerical order via a series of index tables. The
documents
are in (.pdf) format.
Naval Military Personnel Manual
Also known as the MILPERSMAN. Updated in August 2002 as NAVEDTRA 15560D, it is
issued
for direction and guidance, and contains policies, rules and practices for administration
of
military personnel in the Navy.
Enlisted
Distribution and Verification Report Users Manual
This is the official EDVR Users Manual for interpreting and validating the Enlisted
Distribution
and Verification Report for each command and respective Unit Identification Code (UIC).
This is a monthly report of each command's enlisted manning account of all individuals
assigned, including prospective gains.
Navy
Enlisted Occupational Standards & Classifications
The Navy Enlisted Occupational Classification System (NEOCS) consists of (1) the
enlisted
rating structure and (2) its supplement, the NEC structure. Special qualifications
further
complement both the enlisted rating structure and NEC structure. These special
qualifications identify and define requirements for specialized mission areas which cross
broad occupational fields (e.g., submarine qualifications).
Total
Force Manpower Management System (TFMMS)
This is the current document, assigned to the Navy Manpower Analysis Center, that will be
used to formulate the Navy's strategy into the new Human Resource (HR) enviroment.
TFMMS, updated July 2003, is the main document for the Navy's various Manpower Programs.
Manpower,
Personnel, Training, and Education (NPC)
The MPTE section of the Naval Personnel Command has a vision tp create a Navy manpower,
personnel, training and education system that targets and attracts the right talent, then
trains, develops, equips and motivates these men and women throughout a career of Navy

Naval Historical Center
Naval Historical Center Mission: To enhance the Navy's effectiveness by preserving,
analyzing and interpreting its hard-earned experience and history for the Navy and the
American people. The site is searchable for historical content.
