PERS-311: Evaluations
Branch
The Mission of the Performance Evaluations Branch is to support the Navys
objectives of selecting and detailing only the best and most fully qualified individuals
to positions of increased trust and responsibility. The branch ensures that the applicable
portions of the headquarters record are accurate and up-to-date. To achieve this
objective, reports received are examined, corrected, supplemented, amended, removed and
inputted to the Master Data File as directed by the Secretary of the Navy.

BUPERSINST 1610.10
This instruction introduces a the performance evaluation and counseling system, using
fitness reports and evaluation reports. The EVAL Manual provides the requirements
for counseling and for completion and submission of forms. Article
1129, U.S. Navy Regulations, 1990, requires that records be
maintained on naval personnel "which reflect their fitness for the service and
performance of duties." Fitness Reports (FITREPs) on officers and chief petty
officers, and Evaluation Reports (EVALS) on other enlisted personnel.

Commendations, Recommendations & Reports
Put together by a retired Army Warrant Officer, this site is dedicated to all those
weary souls
who are required to write letters of recommendation, letters of commendation, evaluations
and other letters or reports of a similar nature. Having been confronted in the past with
having to write such material, the site creator found it very frustrating coming up with
anything better than, "Captain Joe Blow did a real good job". Obviously, this
didn't go over
very well, so... A little poking around and he came across this document which he found to
