Choices & Advice for Application thru STA-21 Program |
The Seaman To Admiral Program - https://www.sta-21.navy.mil -
is the culmination of organizing the myriad of officer accession programs all under one
roof. It covers the following commissioning programs:
- Seaman to Admiral
- Enlisted Commissioning Program (ECP)
- Aviation Enlisted Commissioning Program (AECP)
- Nuclear Enlisted Commissioning Program (NECP)
- Civil Engineer Corps Enlisted Commissioning Program (CECECP)
- Fleet Accession to Naval Reserve Officer Training Corps (NROTC)(Includes Nurse Option)
- Broadened Opportunity for Officer Selection and Training (BOOST) *
*Although no longer a direct commissioning path, the BOOST Program was significantly
modified and became a part of the new STA-21 Program. No longer will Sailors be able to
apply directly for acceptance into BOOST. Instead, selectees to the STA-21 BOOST Program
will participate in a comprehensive college based academic enhancement program that
emphasizes mathematics, physical science and the communication skills of reading and
writing. Students may be placed in 3 month BOOST program depending on their individual
needs.
What makes the STA-21 Program so different from most of the other commissioning programs
is its fairness to the Sailor. Some of the previous enlisted commissioning programs
required Sailors to pay their college tuition by themselves. Others removed the student
from active duty status, thus taking away any source of income. The STA-21 Program will
keep all participants on active duty at their current enlisted pay grade. This means they
will receive all the pay, allowances, benefits, and privileges they currently enjoy and
will still be eligible for enlisted advancement while in the program. In addition, the
Sailors will receive up to $10,000 per year to cover tuition, books, and fees. The Sailor
will pay any costs above $10,000 per year. Participants attending inexpensive universities
that do not require use of the entire $10,000 for any year will not be able to keep
the difference.
The STA-21 application is composed of two parts:
1. Part I (Initial Application Data):Easily and quickly completed on-line form.
Collects basic information about applicant (name, rate, address, etc).
Begins the application process.
2. Part II (Mail-in):
STA-21 On-line Application Page
This page allows you to:
- Electronically complete and submit Initial Application.
- Easily update your Initial Application data (change phone number, address, etc.).
- Quickly check the status and/or receipt of your application (ensure NSTC has
received all parts).
- Download important forms needed for mail-in portion of application.
- Conveniently check selection board results and program start date.
- In order to run this Application, your browser must accept 128 bit encryption.

The "Submit Application" function
will be disabled 01 July of the current application year.
The "Update Application" function will be disabled 01
August of the application year.
The "Check Status" function will be disabled 01 September
for this application year.
Changes to specific program option requirements will be announced in an upcoming NAVADMIN.
The NAVADMIN will be posted to the website by the end of April 2007.
These changes may or may not affect your eligibility for a specific option. It is Strongly
Recommended that you check the website frequently for any new/updated program option
changes and verify your package/application eligibility.
The online
application for FY09 will reopen first week in January 2008.

Eligibility Requirements:
- Be a citizen of the United States. No waivers.
- Be recommended by the Commanding Officer. Applicants must have good moral character,
officer potential, and unquestionable loyalty to the United States.
- Be serving on active duty in the U.S. Navy or Full Time Support (FTS), or Selected
Reserve (SELRES), and Navy Reservists on active duty except for those on Active Duty for
Training (ACDUTRA) to include Annual Training (AT) and initial Active Duty for Training
(I-ACDUTRA). Individual Program
Options may have additional requirements and specific restrictions.
- Be a high school graduate. High school diploma or equivalency certificates based upon
military education experience and General Equivalency Diploma (GED) test results are
acceptable to meet the educational requirements if issued by the Department of Education
of a state, commonwealth, or territory of the United States of America or the District of
Columbia.
- Be able to complete requirements for a baccalaureate degree in 36 months or less.
- Be able to complete degree requirements and be commissioned prior to the 27th birthday
with possible waivers to 29. Waivers of this requirement may be considered understanding
that specific age requirements for certain STA-21 option programs differ. These are
addressed in the Program
Options section of this web site.
- Maintain a cumulative Grade Point Average (GPA) of 2.5 or better on a 4.0 scale while
enrolled in STA-21. Certain Program Options may have different requirements.
- Qualifying ACT and SAT scores MUST come from the same test and be
included in the application when submitting to the Commanding Officer. If you take
multiple tests, we will take your BEST scores within three (3) years of application
deadline (i.e., applicants for 2005 must submit scores from a test taken after 01 July
2002). As of 5 April 2005, the NEW SAT is in three sectons. We look at the Math and the
Critical Reading sections of the test. To be eligible, we require a minimum of 1000
SAT,(500 Math and 500 Critical reading). Older test was 500 Math, 500 Verbal. We will
still accept the scores from earlier tests if they are within three years of the 1 July
application due date. ACT minimum score of 41 (21 Math, 20 English) is required.
Applicants for the Nuclear Option must have a minimum of 1140 SAT (combined Math/Verb or
Critical Reading) or 50 ACT (combined Math/English). No waivers.
- Meet physical commissioning standards for appointment in the Unrestricted Line (URL),
Special Duty Officer (Intelligence), Special Duty Officer (Information Warfare), Civil
Engineer Corps (CEC), Supply Corps (SC), or Nurse Corps (NC) as prescribed in the Manual
of the Medical Department, NAVMED P-117 (submitted upon notification of selection),
and the physical fitness standards as prescribed in OPNAVINST 6110.1H.
- Have no record of courts-martial convictions or civilian felony convictions.
- Have no record of driving while intoxicated (DWI) or driving under the influence (DUI)
within the three (3) years preceding 01 July of application year. Substantiated alcohol or
drug-related incidents while in an enlisted status are considered an aspect of an
individual's performance and judgment and will be considered when assessing future
leadership potential. Applicants who are alcohol dependent must have successfully
completed the appropriate regimen of treatment and education in accordance with OPNAVINST
5350.4C and have remained alcohol free for the period of three (3) years preceding 01 July
of application year.
- Have no record of disciplinary action under Article 15, Uniform Code of Military Justice
(UCMJ), or conviction by civil court for misdemeanors (except minor offenses that impose a
fine of $300 or less, exclusive of court charges) during the three (3) years preceding 01
July of application year.
- Have passed a Personal Fitness Assessment (PFA) Test taken within 1 year of the 01 July
application deadline. The last 3 PRT/PFA's must be submitted (Spring and Fall of previous
year and spring of the application year), printed from PRIMS which provides raw scores and
body composition. Command should administer special PFA if needed to meet this
requirement. A failing PFA is disqualifying for this program.
- Have submitted all documentation listed in OPNAVINST
1420.1A(Chapter 8) paragraph 7 (Application Procedures). Omission of documentation may
be disqualifying for this program.
- Maintain eligibility requirements during the application period and during participation
in the program.
- Meet additional requirements as described in Program Options.

The Limited Duty Officer & Chief Warrant
Officer programs are 2 separate programs that provide the opportunity for outstanding
senior enlisted personnel to complete for a commission without need for a college degree.
Combined, they make up more than 11% of the officer corps.
Start by reviewing all the links on the LDO/CWO
Community Web Page before going anywhere else. This is THE starting point to
learning everything you can prior to submitting an application package to either program.

to the U.S. NAVAL ACADEMY |
The main instruction for application to the
United States Naval Academy is located at THIS LINK - CHAPTER 3.

Eligibility:
* At least 17 & not passed 23rd birthday as of July1 of year of entry
* US Citizen
* Unmarried, not pregnant, or other legal dependent requirements and agree to remain so
while in USNA
* Good Moral Character
Application Process: www.usna.edu/Admissions/pre-application
Do NOT use OPNAVINST 1420.1A
* Member will receive package from Naval Academy
* Package must be received no later than 1 March
* If you send in the package earlier, the screening officer has a better chance to get to
know the package and is better able to sell it to the board (made of Board of Officers of
Naval Academy)
* Application process is streamlined
- Personal Statement
- Personal Data
- Strong Interest Inventory
- Physical Aptitude Exam (in excellent physical condition!)
- HS Transcript certified true copy by admin or ccc
- Extra Curricular Activities form (very important form!)
- College Transcript demonstrated success is a big plus
4 Basic Steps

* Official Nomination every active duty member gets a SECNAV nomination upon
selection by Naval Academy board. 150 openings per year.

* SAT/ACT (500 verbal/550 math) (22 verbal/25 math)
* Chain of Command recommendation
* Extra curricular activities and Interest inventory
Appointment Notification
* Reviews applications from August to April.
* APPLY EARLY!!! They do look at the applications when received.
Background checks
* Hometown Police record form
* Separate checks from city, county, state police as necessary
* Personal interviews
* DMV checks
* After reporting they are run through for a Secret clearance |
| OFFICER
CANDIDATE SCHOOL (OCS): The Right Stuff |
If you have a Bachelors Degree, then you are
not qualified for any officer programs under STA-21. Yet, the next best recommendation is
to apply for the Officer Candidate School (OCS) Program instead.
Well-known for its rigorous 13-week training course at the Naval Aviation Schools Command
in Pensacola FL, OCS graduates and commissions about 1,200 Navy ensigns a year serving in
one of 14 specialities. Available only for individuals aged 19 to 35 - if you are
currently on active duty: E-4 and below will become officer designates and advance to E-5;
E-5 and above personnel will become officer designates and remain in their paygrade until
commissioning.
