The PERFORM TO SERVE Program

The Perform To Service program acts as a force shaping tool by leveling rating manning from overmanned to undermanned, and acts as quality screening by controlling reenlistments.

* This applies to all First Term Sailors (those with less than 6 years active naval service).
* Applies to all CREO (Career Reenlistment Objectives) ratings.

Nature of the PTS Program:

* Centralized system with OPNAV-controlled quotas
* Requires BUPERS authority to reenlist
* Sailors may convert to undermanned rating(s).

What Programs Are Shaping Careers

The goal is to create a Navy in which all Sailors - active, reserve, afloat, ashore, civilian and contractor - are optimally recruited, trained and assigned so that they contribute their fullest to mission accomplishment.  The Navy is working aggressively to implement programs that allow Sailors to take far more responsibility in developing their own learning goals, both professionally and personally. 

The following components are Shaping Navy Careers:

Navy Knowledge Online (NKO)
- "Portal to Knowledge":
NKO is the web portal linking Sailors to the principal tools that support Sea Warrior.   NKO emphasizes learning and collaboration; it is constantly growing and evolving as a tool benefiting all individuals who serve on the Navy team.

Career Management System (CMS)

Previously know as JASS, and then JCMS, CMS is the Navy's Interactive Detailing system.   CMS is designed to enable enlisted Sailors to research possible future jobs and commands to review and comment on Sailor applications.  Ultimately, CMS, in conjunction with the 5VM, will empower Sailors with the ability to compete for jobs and career opportunities.  Today, jobs matches are based on rate, rating and NEC.  In the future, jobs will be based on skills, certifications, and qualifications as documented on the 5VM.

Even though it is still under development, this is a tool Sailors and commands should be using right now.  CMS is key to the Sea Warrior goal to place the right Sailor, with the right skills, in the right place, at the right time.


Navy e-Learning (NEL)

NEL is a repository of electronic training that you access through the NKO portal and complete online.  Completed courses are recorded in your Electronic Training Jacket (ETJ) and displayed in your 5VM.

Electronic Training Jacket (ETJ)

Your ETJ is an electronic file that you access through the NKO portal.  The ETJ integrates Navy-training databases so that you can view and print from a single source all documented information on your training and education accomplishments, advancement status, and qualifications and certifications achieved.

The Details of ASSIGNMENT INCENTIVE PAY (AIP)
The Assignment Incentive Pay (AIP) program replaces the old Location Selective Reenlisted Bonus (LSRB) program....and on a whole different scale. Sailors do not view all assignments as equally desirable.   This can be attributed to factors such as geographic, type of job, or nature of duty, particularly when preceded and followed by ardous sea tours.  AIP has been initiated in the attempt to make all assignments desirable to at least one qualified volunteer.  Assignments will normally be made through an open-market bid through the Navy's online Career Management System (CMS). All Enlisted AIP questions should be addressed to MILL_AIP@navy.mil.

The Details of SEA DUTY INCENTIVE PAY (SDIP)
Sea Duty Incentive Pay (SDIP) is designed as an incentive for Sailors to voluntarily fill gapped billets at sea by remaining on sea duty past their prescribed sea tour (PST) or curtailing their shore duty to return to sea early.  For additional information on SDIP and eligiblity requirements, see the attachments below or email MILL_SDIP@NAVY.MIL.
